Redondo Beach cannabis dispensary cited, following raid by Cannabis Control agents
Law enforcement raided a marijuana dispensary at 1300 Aviation Blvd. on Thursday.
A Redondo Beach store-front marijuana dispensary operating openly, but apparently unlawfully, was raided early Thursday by a dozen or more local and state law enforcement officers.
No arrests were made, Sgt. Mark Valdiva said, although three people were seen by witnesses handcuffed and sitting outside the establishment.
The raid was the result of a complaint by Redondo Beach city officials to the state Bureau of Cannabis Control about what was described as “an unlicensed commercial cannabis retailer operating” at 1300 Aviation Blvd. Redondo Beach police officers were joined in the raid by agents from Cannabis Control and the state Department of Tax and Fee Administration.
Store-front marijuana dispensaries are not permitted in Redondo Beach, and neighbors for months have been encouraging enforcement to deal with what has been described as “crowds” entering and exiting the building at late hours.
City prosecutors expressed frustration while encountering difficulties in shuttering the business.
The dispensary has been operating for more than a year.
Its owner, Richard Gronbach, has been cited by the city and is scheduled to appear in a Torrance courtroom Monday to face a single misdemeanor charge and a variety of code infractions. Gronbach has not responded to Easy Reader’s attempts to reach him.
According to his Facebook page, Gronbach is a retired Los Angeles County lifeguard.
In August, Redondo Beach Quality of Life Prosecutor Joy Abaquin said the store’s owners “know how to evade and go right up to the line,” describing how the dispensary operates openly until remedial efforts reach the courtroom. Then, the doors close, the business relocates to another location, and the situation persists.”
By labeling their businesses as “churches,” said Abaquin, additional legal hurdles are faced in prosecution efforts.
“These people,” she added, referring to illegal dispensary operators, “have great lawyers who know how to delay, delay, delay, and when to retreat. And they know how to sue.” ER
Redondo Police put the nail in Pacific Cannabis Church
Redondo Police make sure the the Pacific Cannabis Church, doesn’t reopen, as it did after being raided last month. Photo
Redondo Beach police raided a recalcitrant Pacific Cannabis Church for the second time in a month, breaking down the door at 1300 Aviation Blvd. Thursday to gain entry and then boarding up the establishment.
“We were just finishing up the job,” Sgt. Mark Valdivia said. One person, an employee, was cited by officers at the scene.
Valdivia said agents for the state’s Bureau of Cannabis Control were present at the raid as “advisors” to observe the shuttering of what was described as “an unlicensed, commercial cannabis retailer.”
Neighbors have been asking the City of Redondo to close the unlicensed cannabis shop for over a year.
The store-front operation attracted quick attention from neighbors, primarily because such establishments are not legal in Redondo Beach. But the city was slow in responding, some neighbors alleged. One neighbor asserted complaints had been lodged with the city “a year ago or more.”
The store was closed following a police raid on Nov. 12 but its owner promptly reopened it. This time, police ordered a plywood sheet nailed over the front door.
That’s been the problem all along, said the city’s Quality of Life Prosecutor Joy Abaquin recently. Faced with myriad legal hurdles, the pot store just keeps reopening. Its owner calls it a “church” and that complicates issues, Abaquin explained.
“These people,” she told a reporter in November, referring to illegal dispensary operators, “have great lawyers who know how to delay, delay, delay, and when to retreat. And they know how to sue.” ER

Unfortunately, those costs are passed down to the consumer at retail. This makes the price of legal marijuana products higher than the black market, much higher is some cases. After the cost of regulations, you have excises taxes and sales taxes. Excise tax is special tax that is placed on a product by law and is simply added to the price of the product. After the excise tax is added, then sales tax is calculated and the product price plus the excise tax amount is used to calculate the sales tax. Yes, you guessed right that there is a little bit of double tax there. This is very similar to alcohol and other consumer products that require excise tax and sales tax.
Additionally, since marijuana is still a Schedule 1 drug and outlawed by the Federal Government, legal marijuana businesses are not currently able to deduct any regular business expenses due to IRS section 280E.
